Things are different here, than the US. It's a shame, but hell, it's my home... unless someone wants a great barman/okay brewer for their business in California... (no Joke!)
Anyhow...
Given the opportunity... would you 1. build a reputation for all micro ales, given that there'd be little or no wine, some ciders, no spirits.... then perhaps look at putting in 2/3bbl (UK) plant... given that you might have a reputation for weird and wonderful brews from all over the UK... or can the small plant complement this range?
2. Or, should I when finances allow, get in the plant... and get on...?
I have been looking for a building... and I have finally, kinda, found one.. and has space to put in small plant in back of building... I mean small.... verging on nano-small...
