When I brew a spruce ale, do I need a TTB-approved statement of process (SOP) in hand?

Probably. I'd check the approved adjunct/flavoring list prior to submitting though.

You could also try and submit the label (cola) to the ttb they will reject it if they feel you need a pre-cola formula approval... also you need to have hops in beer 7lbs for 100bbls. Or you will not get approval. We have had to get formula approvals for all our beers that have any flavoring.
