We are opening a new 10 barrel micro-brewery in a NC city of 100,000. Their waste water treatment is a two tier system with little tolerance for BOD. A brewer in Raleigh has no problem because the city has a tertiary system which can handle brewery waste water well. Our city is demanding continuous water sampling with a surcharge for BOD over 100. Beer is 60,000. One brew-pub is suffering, and a micro-brewer has gone out of business (that one had significant problems with the city).
