I've got a handful of squat 1/4 bbl kegs from RIVA-BELGIUM, and they look like some sort of European Sanke, but they don't have a ring on top, and I cannot figure out how I am going to remove the stems to replace them with chopped american sankes.
Anybody have any experience with these kegs?

It is a threaded valve similar to the Miller style threaded valve.
If you attempt to unasemble it, let the pressure out first, then try to use a wonder bar or something similar to unscrew it by placing the bar next to the elongations or tabs in the valve.
There may be a safety latch, use a screw driver to press down and move it, than you will be able to lift the spear.

you beat me to the answer by 30 seconds.
What needs to be done is to make a metal fitting that has slots that fit over the two projections, and has enough on the other end to give you something to grip and turn it. DEPRESSURIZE THE KEGS FIRST.
