Label approval for dummies?

Is there a guide for applying for label approval? I mucking about on the ttb site and it isn't very clear.

The TTB's COLA application website was coded in 1996 by someone's whisky-addled pet chimpanzee. I'm surprised there isn't an animated gif of a man shoveling and the words "Under Construction" on it somewhere.

You can get some progress by only using Internet Explorer and setting to to be backwards compatable with like version 6.0 or something. Best of luck!
