Aside from the obvious safety concerns, are there beer quality issues around an uninsulated single walled whirlpool tank?

Just that the wort might cool down low enough to invite an infection.

It will make the room very warm, and will lose energy that could otherwise be collected into your hot liquor tank (depending on your system design.) The savings of heat energy would likely cover the cost of insulating your WP over some period of time. Even you could foam it or wrap sheets of rigid building insulation around it.
