bottle labels are TTB approved - do you also need approval for a 4-pack carrier?

    If we're printing stuff on our 4 pack carrier, does that need to be submitted to the TTB somehow? Are there labeling regulations that apply to carriers?

    Packaging label information

    It's my understanding that label approval is required for the package of the liquid itself. That is, the package presented to the consumer before consumption, not necessarily the outer-packaging of the beer (like a carrier or carton).

    So, the bottle has to be label approved, but (as long as the carrier is consistent with the bottle label), the carrier doesn't have to be approved separately.
