When to file for TTB and State(PA) - looking for timing advice

Hi,
I will have my brewery built by the end of June (tanks in) and the rest of building space (kitchen/bar) by the end of July. I'm looking for advice on when to file with the TTB and the State of PA.
I'm trying to get a jump on the paperwork, but don't want to be premature.

If anyone has advice on when to file with the State of PA, that would be great. I'm not sure if I need to wait for the TTB to approve, or if I can apply in parallel.

You absolutely need your TTB Brewers Notice before any production begins. Unfortunately I believe the current process time is 4-6 months. We filed in Sept '14 and were approved January '15. I can't advise on PA but VA took a couple months as well. Best of luck
