I am working to clean and passivate new 15bbl tanks and the dark gray black dust does not wash off. Any tips? Is this just a new tank problem?

4 to 10% Cítric acid as per ASTM A967. Works as well as nitric-dichromate passivation without the inherent issues of high concentrations of nitric acid.

Black steel dust

I have noticed the only way to get the superfine dust off after polishing is to use a fine brush or sponge with detergent. Mechanical action to clean first then use acid.
