Check E-Bay. We picked up a used Endress-Hauser for $300. It works just fine. Magneto-hydrodynamic, so no moving parts to wear out.

What flow range are you looking to measure? I've bought some IFM flow meters for less than $200. Look up SM6004. GPM range: 0.6 - 6.6 gpm
Otherwise there is a SM8004 flow meter frequently on ebay for up to 26.4 gpm. You would need to weld some TC fittings.
