          "Type 23" ?

I don't know about other states but, in California, "type 23" is "Small Beer Manufacturer". Basically, a microbrewery (or smaller), < 60,000bbl/yr.

California considers mead and cider as wine. You can use up to 49% honey, but that is a honey beer and not mead.
