The acid converts Sodium Chlorite (NOT bleach) into Chlorine Dioxide (also NOT bleach). But yes, you do need acid and the 15 min rule is a good one.

They make test strips as well. I highly recommend them. Chemicals are not always mixed perfectly to spec at the plant they are produced at. Also with the dioxy use it in a well ventilated area.
