    We recommend a flow controller downstream of carbon tanks in most situations to disallow flow in excess of system treatment capacity.

      Be aware that chlorine will volatilize ("evaporate"), but chloramine will not. This is one of the advantages (to water utilities) of the use of chloramine in that at the end of long delivery lines, the chloramine will still be present in the water.
