Bright tank tubing connector??

Gents,

Was looking at a few bright tank designs and saw a few that have a tube that connects to the upper part of the CIP arm and then the dump arm on the bottom. These had the duel arms on the bottom, standpipe and dump. Its basically a line of tubing, with ball valves on either end, connecting the cip to dump arm. What is this thing for?
