ABV & other testing needed

Can anybody suggest a good lab that can test my beers ABV with a certificate that I can send in with my label approval to the TABC.
The TABC does the testing, but if I am designing a new beer and I want the ABV to be what I want the ABV to be, before the TABC tells me I have to put what they say it is on the label.
And I can get my labels printed while I am waiting on the approval from the TABC.

Quick turn-around and low price is desired.
