Formulas Help

Sorry if this question has already been answered, but I search the forums and didn't really see it, and couldnt find it on the TTB formulas page. My question is generally what do you have to submit for formula approval and what don't you have to submit for. I saw in one post some stated that abnormal ingredients needed to be submitted. More specifically we are doing an oatmeal stout with molasses. Do we need to submit for the flaked oats or the molasses? They seem to be pretty normal to me, but my normal is different that someone at TTB I reckon. Is there some kind of list of what we don't need to submit for? I couldn't find anything.

Any help would be appreciated.
