Where/How to buy hops

We are a brewery in planning not opening for 6 months. I know that everyone gets hop contracts, but new brewers have to buy them for spot prices. Where do you buy them in bulk before you get a contract? At what point do I try to set up a contract and with who?

Steiner has some great substitutes for the hops that currently are sold out for he 2015 and 2016 contract year. And you are on a wait list as most brewers dump their hops after over contracting. You get a call when varieties become available.
