      Good Afternoon:

      Companies that wish to manufacture, package, label or import hand sanitizers need to obtain a site license (SL) or drug establishment licence (DEL) depending on the product information. The process outlined below only applies to domestic manufacturers of hand sanitizers related to the COVID-19 response and does not alter the regulatory process currently in place for other types of health products.

      To manufacture natural health hand sanitizer products during the COVID-19 crisis

      Hand sanitizers containing the following ingredients must apply for a natural health product number (NPN) and a site license (SL) prior to manufacturing and distributing to the public:
      Ethanol (60-80%)
      Isopropanol (60-75%)

      To obtain a SL, the following steps must be completed:
      Email the Natural and Non-prescription Health Products Directorate (NNHPD) at hc.nnhpd-dpsnso.sc@canada.ca, clearly indicating that they want to avail themselves of the interim SL process.
      Register with Canada Post to open an epost Connect™ account which is the encrypted digital platform currently used for the exchange of confidential messages relating to NHP and SL applications. NNHPD will initiate an ePost conversation with the applicant.
      Submit a SL application form [https://www.canada.ca/en/health-cana...icensing.html] to the ePost conversation created by the NNHPD. The application includes an attestation that one of the following set of good manufacturing practices (GMP) standards will be met:
      Part 3 of the Natural Health Products Regulations (https://laws-lois.justice.gc.ca/eng/...tml#h-700670);
      Division 2 of the Food and Drug Regulations [https://laws-lois.justice.gc.ca/eng/...tml#h-569708];

      Once the SL application has been provided through the epost conversation, it will be reviewed in an expedited manner (24-48 hours), and a SL will be issued. The applicant will be allowed to manufacture hand sanitizers during the health emergency.

      Then, you can submit an attestation if you meet level 2 requirements or you should apply for a product licence (NPN):

      To obtain an NPN, the following steps must be completed:
      Email the Natural and Non-prescription Health Products Directorate (NNHPD) at hc.nnhpd-dpsnso.sc@canada.ca, clearly indicating that they want to avail themselves of the interim process and provide the following information to obtain a company code:
      Company name;
      Company address;
      Name of senior official;
      Contact information for the senior official (telephone and email)
      Register with Canada Post to open an epost Connect™account which is the encrypted digital platform currently used for the exchange of confidential messages relating to NHP and SL applications. NNHPD will send the company code and create an epost account for the applicant.
      Submit a completed web-based Product Licence Application form [https://nnhpd-pla-dlmm-dpsnso.hc-sc.gc.ca/pla-dlmm/]. If the product contains the ingredients isopropanol or ethanol as per the monograph, the applicant may submit a class I application (select compendial on the form), where the antiseptic skin cleanser monograph can be used to support the conditions of use of the product. The application must comply with all of the parameters of the monograph (exactly as worded in the monograph).

      Once the NHP Class I application has been provided through the epost conversation, it will be reviewed in an expedited manner (under 10 days), and a licence will be issued.

        Equipment available

        My company Container Logic SRP (www.containerlogicsrp.com) has stainless steel tanks that are typically used as unitanks for breweries and wineries. If anyone may be able to use them in any sort of capacity for making hand sanitizer please feel free to reach out as we would be happy to assist anywhere we can by volunteering our equipment.

        The smallest tanks are 200L so if this may be something that works out please contact me at cconstantino@containerlogicsrp.com.

          TTB - Production of Hand Sanitizer to Address the COVID-19 Pandemic



          Due to the Coronavirus 2019 (COVID-19) pandemic, the Acting Administrator of the Alcohol and Tobacco Tax and Trade Bureau (TTB) has found that it is necessary or desirable to waive provisions of internal revenue law with regard to distilled spirits, and therefore is providing certain exemptions and authorizations to distilled spirits permittees who wish to produce ethanol-based hand sanitizers to address the demand for such products during this emergency.

          Any existing Distilled Spirits Permittee (DSP) therefore can immediately commence production of hand sanitizer or distilled spirits (ethanol) for use in hand sanitizer, as described below, without having to obtain authorization first.

          These measures are generally authorized under authorities that apply in disaster situations, and as a result, are initially approved through June 30, 2020, with the possibility for extension as necessary.

            Only Distilleries

            So in the US only distilleries are allowed to make sanitizer? Not breweries?
